Expanding Pathways to Homeownership in Portland

This week, OregonLive highlighted an important milestone for Portland’s housing future—the launch of the Rose City Fund, a partnership between REACH Community Development, Brick by Brick Housing Corp (B3), and the Housing Partnership Network.

Together, we’re working
to transition dozens of long-time rental properties into affordable, owner-occupied homes for current tenants and first-time buyers.

Many of these homes have deferred maintenance and require critical repairs before they can be safely and affordably financed. Through the Rose City Fund, we’re investing in those repairs—stabilizing roofs, systems, and foundations—so families can purchase homes that are sound, sustainable, and built for the next generation.

It’s about giving residents the chance to own the place they’ve long called home, while preserving affordability and ensuring these houses remain assets—not burdens—for the community.

Homeownership Achieved in Portland

This outcome reflects what intentional, nonprofit-led partnerships can achieve.

After 53 years in her home, Cheryl is now a homeowner. Her words capture the impact best: “I feel like I lost a thousand pounds now that it’s not hanging over my head. This is mine.”Through our partnership with REACH and the Housing Partnership Network (HPN), Brick by Brick helped structure and execute a resident-first strategy that prioritizes homeownership.

B3’s role has been to align capital, asset strategy, and execution with mission, ensuring long-time residents have a viable, supported path to ownership.

This work required coordination across acquisition strategy, affordability structuring, and resident transition support. The result is not just a successful transaction, but a permanent outcome: a neighbor remaining in her home, with ownership and dignity secured.

We are proud to partner with REACH Community Development and Housing Partnership Network on this project and to demonstrate that scalable, nonprofit-controlled housing models can deliver real, measurable impact.

The Power of Partnership in Affordable Housing

At Brick by Brick (B3), we recognize that tackling the affordable housing crisis requires collaboration, strategy, and a shared commitment to making homeownership accessible. One of our most impactful disposition strategies is partnering with nonprofit housing organizations that rehabilitate properties and sell them directly to families. Since 2022, we've sold 29 properties to these mission-focused partners, transforming underutilized properties into vibrant homes and expanding affordable housing opportunities.

Currently, we have 8 additional properties under contract with nonprofits, set to close within the next 60 days, further multiplying the positive impact of these collaborative efforts.

Brick by Brick, a housing group, purchased 10 properties in Columbia Heights for affordable housing in the wake of a lawsuit against the previous operator, Havenbrook. The Columbia Heights City Council unanimously approved a series of rental license exemptions for four of these properties.

Brick by Brick is an organization with offices in Minneapolis whose goal is to increase affordable housing in order to build generational wealth for residents, per the meeting packet. They emphasize families at or below area median income, families of color and first generation homebuyers.

The sale will provide stability and continuity for current residents and affordable homeownership opportunities for homebuyers. The single-family homes are located across cities in the seven-county metropolitan region.
